Just like the name says. These "IAC" valves are responsible for controlling your idle. The IAC is responsible for changing you idle based on load conditions. For example when the A/C is turned on the IAC allows more air in resulting in a higher idle.
A common problem with a failing IAC is the car shuting off when you press in the clutch when slowing down.
